Nigeria to Finance Economic Reform with USD29 mn World Bank Loan

Nigerian government is to finance its Economic and Governance
project, with a World Bank loan, estimated at a whooping sum of
USD 29 million. The project is expected to be delivered over a
six-year period.
The contract, which was signed in Abuja, Tuesday, is a Turnkey
project, for the supply, installation, integration, testing and
commissioning of Government Integrated Financial Management
Information System (GIfmis) application software, connectivity,
associated hardware and related support services.
Biyi Ogunsanya, acting accountant general of the federation
explained at the contract signing ceremony that the project
consisted: “supply and installation of data centre
infrastructure including power infrastructure database servers,
application servers and infrastructure servers for both the
primary data centre and a disaster recovery centre.
“Supply and end-user, computing hardware, including 1500
workstations, 1500 UPS, and related accessories.
“Supply and installation of connectivity infrastructure
including fibre optic lines and radio communication equipment to
ensure connectivity between the Office of the Accountant General
of the Federation, the Central Bank of Nigeria and all the
Ministries, Departments and Agencies (MDAs), under the
government of Nigeria.
“Supply and installation of application software to cover all
the financial management functions, including Budget
preparation, revenue management, cash management, procurement
and contracts management, inventory management as well as
assets management”.
The accountant-general informed that the application software to
be supplied under the contract “is webmedia and Hansaworld.
Also, it will help provide training services for trainers and
end-users and support services for a period of four years.
“We expect a solution that would enable real-time transaction
processing and online production of key budget performance
reports as well as final accounts. Under this contract, the
system (GIFMIS) is expected to be ready for use in the
preparation of the government budget for the year 2012.
It is also planned that the system will be used for transaction
processing effective January 1, 2012.
